Indeed, my graphic card does not support Open GL version 3 or greater. So, this is why nothing was working for updating Open GL.
I'm not an expert and am looking for troubleshooting guidance.
I'm pretty sure my GPU hardware supports Open GL 4.3, but I'm actually just looking for support up to 4.1 since I have Mesa 12.0.6 installed.
